Voluntary National Youth Service (Amendment)


AN ACT TO AMEND THE VOLUNTARY NATIONAL YOUTH SERVICE ACT, NO. 11 OF 1967.

BE it enacted by the Queen’s Most Excellent Majesty, by and with the advice and consent of the Senate and the House of Representatives of Ceylon in this present Parliament assembled, and by the authority of the same, as follows:-
Short title.
1. This Act may be cited as the Voluntary National Youth Service (Amendment) Act, No. 52 of 1968.
Amendment of section 2 of Act No. 11 of 1967.
2. Section 2 of the Voluntary National Youth Service Act, No. 11 of 1967, hereafter in this Act referred to as the ” principal Act “, is hereby amended in sub-section (1) thereof, by the substitution, for the expression ” established a council” of the expression ” established, with effect from such date as may be appointed for the purpose by the Minister by Order published in the Gazette, a council “.
Replacement of section 7 of the principal Act.
3. Section 7 of the principal Act is hereby repealed, and the following new section substituted therefor: –

” Constitution of the Council.
7. The Council shall consist of five members appointed by the Minister, one of whom shall be nominated by the Minister as Chairman of the Council and who shall also be the chief executive officer of the Council:
Provided that no Member of Parliament shall be a member of the Council.”.
Amendment of section 8 of the principal Act.
4. Section 8 of the principal Act is hereby amended as follows: –

(a) in sub-section (1) of that section, by the omission of the expression ” who is appointed by the Minister ”; and
(b) in sub-section (2) of that section, by the omission of the expression ” appointed . by the Minister”.
Amendment of section 9 of the principal Act.
5. Section 9 of the principal Act is hereby amended by the omission of the expression ” appointed by the Minister “.
Amendment of section 15 of the principal Act.
6. Section 15 of the principal Act is hereby amended in sub-section (2) thereof by the substitution, for all the words from ” the President ” to ” or Chairman or,” of the expression ” the Chairman or in his absence.”.
